That's not even depressing, it's hilarious. The whole scenario, from the test to select for pliable dumbasses to the bullshit excuse for why having a high IQ isn't good for police work, is just pure comedy. As for your other points yeah cops are a legal protection racket and terrible at closing cases as well. If a cop doesn't catch someone in the act I think the chances of them getting caught are like 10% or less but I might be remembering that incorrectly.
