No, definitely not on any specific names. I'm not sure if it's hard-locked in the contract but even if it was technically possible with a DAO vote, the entire system would break down as soon as people heard that they censored a domain, it wouldn't make any sense to do that.

Even a general modification to renewal fees, although realistic and entirely possible, is surprisingly unlikely if you've followed the recent discussions brought up by vitalik who talked about a more complex system in which you'd have to pay more based on what the biggest bid on your domain is. This caused a notable backlash, showing that most want to keep it how it is. I think there could still be a general raise in the future since the squatting is already pretty intense.
