It wasn't random, he was in the same metro area on the same ISP so the odds were somewhere between 1:255 and 1:65536 depending on how tightly T-Mobile subnets their CGNAT pools, which they do not make public info. Not super likely, sure, but certainly not a chance evenly spread across the entire IPv4 address space. IPv6 would make the odds at minimum 1:18,446,744,073,709,550,000 which is why gookmoot should turn it on.
