Is setting concrete work hours damaging to employee/team morale?

I've been newly appointed team leader of 30 developers, replacing the previous team leader. The defacto "rule" of the office set up by the previous guy is:

>show up whenever you want (this is generally around noon for everyone)
>as long as you reach the deadline, we're golden
>it's salaried work

I'm considering asking my team to show up at 9:30am and leave at 2:30pm because it's difficult to have standup meetings when not everyone is going by the same schedule. I don't know if this will make everyone hate me or not.

So far performance has been great, but because not everyone is on the same clock, it's hard to manage the team. Is it inappropriate to "force" my team to show up at a specific time?
