Depends on your scope. Gold is the long term king of investment. You will rarely if ever lose money on investing in Gold, but at the same time you've got to acknowledge that Gold is on the scope of years.
Silver is the more volitile of the two, and due to it being subject to VAT you've gotta be more on your toes with it. Like Gold, it also has a general incline upwards with time, but at a lower rate; so it's more common to move Silver around to make money on the peaks (while with Gold, you don't really buy/sell at dips/peaks; you just buy it whenever and sell it at a reasonable peak when you need it)
Other PMs (usually Platinum, Palladium or Copper; in that order) are even harder to invest in than since they usually lack the rarity and value of Gold, or the backing and ease of Silver - and still need VAT. However, like any portfolio, only having investments in two aspects (Silver and Gold) leaves you very vulnerable to the shifts in the market (so if you need money ASAP and but you're waiting on a peak, this is where diversification comes into play). In turn, treat other PMs with the volitility of Silver, but with the time frame of Gold.

Personally, I've pumped my investment in Gold for the short term given that the markets are anticipating a crash (so it's less of a long-term investment where I want to make slow money, and more that I want to preserve the value of the money I have right now); but a pretty standard PM portfolio goes ~50-60% Gold, 20-30% Silver, 10-20% Other. Mine right now lies at 75% Gold, 15% Silver, 8% Copper, 2% Palladium (I've always been fond of Copper, it's not logical advice) - ALL physical (getting certificates/bonds kinda defeats the point of PMs)

In general, think of PMs as long term bank savings. Gold is the account where you get a good rate of interest but don't really withdraw much, if at all; but save it for a major purchase. Silver is the account where you still get a decent rate of interest but can move it around more.
