Localization? If I may? Canada's oil fields west of the great lakes, littered diagonally towards Alaska, represent the greatest demand for high quality white frac sand.
It's not inelastic but you'd have to be outstanding in some other variable than highest quality to replace the highest quality. If it takes twice as much lower grade sand, but they come from the same place, eventually the logistics alone would demand that you buy sand twice as good so you haul half as much.
So...
They dig white frac sand outside Blair Wisconsin and ship it via rail, outside Canada, mostly, TO TEXAS! And Texas has white frac sand that is high quality.
