So you want to buy SPY puts at close on Friday, the week before CPI release. And sell at close the day before, or the morning of the CPI release. You should benefit from a nice increase in IV as well.

Another strategy would be to buy SPY straddles/strangles at open, the day the CPI data releases. And sell at close the same day.
