Those were actually made for circulation in Liberia back in the 60s. Liberia is such a filthy place that it's almost impossible to find examples of these coins that aren't horribly worn and tarnished. They were only used for Five Years before the currency was debased and yet all of them are in worse shape than Merc Dimes that spent 25 years in circulation. It's a good example of what happens when you give nice things to Joggers.
