It's literally backwards. Fungibility is an innate property of money. A dollar bill is equivalent to another (by law). A Bitcoin, again, is not equivalent to another. All money in existence needs fungibility or else it is segregated.
Define "neutral" and I'll also refute your incorrect claims.

You're projecting the "dusty old crypto" since that is literally what Bitcoin is. It does not innovate nor change; again, it stagnated. Whatever you do on layers does not solve the inherent issues and the more layers added, the greater risk of attack.
Monero constantly improves by hard forks, continuing its supremacy as digital money.
