Question guys about WPG (Washington Prime Group Inc)

They have 30% yield on dividends right now. Stock value have been going down constantly. It's a REIT (meaning they can avoid taxes by giving 90% of earning to share holders).

What's up with WPG? Sinking ship or great opportunity for dividends? If so then why hasn't more people bought it? You'd think a company that can pay 30% dividends would have their stock increase every year, not decrease...
