If you pay just enough for your workers to have a shitty existence, the business you are running deserves to go to hell.

The republican perspective is that if you raise wages that businesses will have to increase prices or go out of business.
BUT if you don't pay your emloyees enough, they start using government services extremely heavily. So you either need to pay your fucking employees enough to live OR create big government. If you don't do enough, things turn to shit. The republicans will start blaming the blacks at that point. They are insane.
