I'm assuming you're looking to hold long term, which is the only reason to buy VOO. So the best time to buy is every paycheck until you retire. As for an initial lump sum, we're down 20% right now. That's a once in a decade opportunity.

Let's say an anon has 120k in cash. How smart/dumb would it be to lump sum into VOO while the market is down over 20%? This would be a long term hold and that anon would DCA after the initial lump sum. Also, what are your thoughts on VOO vs VTI for a long term hold?
