Put your $55k into JEPI and make around 8% APR from the dividends. Use the payments to pay the loan minimums each month and pocket the 3% difference. Make sure to write off the student loan interest on your taxes to counter the income taxes you'll owe on JEPI income.
JEPI will under perform something like VOO over time but you'll be getting paid each month that you can turn around and put into the loans without touching the principal.

A friend of mine is always blabbering on about his "business ideas" and "the business" he's making, but never does anything about it and it changes every week.

I've got a few ideas myself, so I thought I would actually check out what is involved in the process.

From what I gather if I'm doing it solely for profit and not a hobby-type thing I need a business license, would need to apply for an EIN and a "doing business as" name.

Does that even begin to cover the process?

How would I get a rough estimate on the cost of a business license/any other permits I would need?

What I (would) want to do is manufacture small items/kits at home (From what I gather, I need to check out the zoning laws in my area) and sell them online, either ebay or a cheap domain name with prebuilt ecommerce software.

I would want to be the sole proprietor, zero employees. The target market would be electronics hobbyists/"makers".
