I don't have much experience with Tuscon but the general consensus is that you encounter more bad neighborhoods the more south you go in AZ, go figure.
Phoenix isn't terrible per se but it's very crowded and it's Old Fuck Central. Great for businesses though, although in recent years anything that is torn down is turned into an apartment complex and those things are already fucking everywhere.
I'm a Phoenixfag and I'm moving north the first chance I get, the Californians and East Coasters can have this state. I'd recommend visiting it around the fall or around late January to late February, the weather is perfect and sunny so it's perfect for hiking and seeing the natural sites.
