No. Ripple in the space since '12, all patented, oracles, utility chain, the whole shabang. A bank or financial institution couldn't hold a finger to Ripple as a network of solutions, even with a pro dev team working around the clock since they began research on cbdc's (ie 2018)

it very much so exists, but like every single corporate bank, if they issue their own coin, we run into the walled garden problem, in which they've got their own little baby cbdc for their camp but not easily to realistically interact with all the other camps. Sure interoperability like QNT could help with moving them around, but why not just tap into this floating bridge above your head called xrpl and move into another camp with ease?
tldr; cbdc's will be huge, each bank will have one, but they will use xrpl to interact with each other (good fences make good neighbors)
