Your picture is not true for Russia, Eastern Europe, China, France, Germany, etc.
In your sample timeframe, all of the above markets at least got royally destroyed once without much recovery.

There is no "complex owner".
The building is administered by the collective of apartment owners. They administer the maintenance reserves and what happens with the building. They literally never vote on demolishing. Rather, the parties who don't like the building just sell their apartments or they get an offer by a real estate developer which all of them would have to accept.
