Pure theory question, what happens if the cost of mining becomes so high (because electricity becomes very expensive for example) and at the same time Bitcoin dumps hard to the point that 99% mining operations would work at a loss?

What would happen than? Would the miners stop and Bitcoin would no longer be able to conduct transactions in big numbers?
