As long as they find someone else to come in with an equivalent position size, they pretty much can. There's no liquidity to exit their positions normally, but another shortseller can be that liquidity. Some institution's short exposure is probably too large to cover, those guys might even be still digging their hole with more short selling, but there's nothing saying they can't attempt exiting the position by suckering in some other poor fellow. Banks literally did this in 2008 with selling off their long exposure to real-estate, most still had exposure but some of them were able to escape by piling the insurance and mortgages onto unwitting counterparties before everything blew up.
