nah anon, i was also doubtful but remember that legislation authorizing TARP was passed in 2008 but the actual purchasing of assets was done in 2009.

i cant recall a reason for the drop in balance sheets for the fed in Q1 of 2008 though, but i imagine that most everyone underestimated the severity of contagion of risk across the sectors. hindsifht is 20/20.
