Well in my country Netherlands we have private companies who provide you with healthcare insurance. Getting insured cost you max 2500 euros. The government only pays your health insurance fully when you earn less then a specific level. And yes that's paid by taxes.

In my opinion basic affordable healthcare should be a basic right for any rich country.

It's funny though that our system is probably cheaper since Americans use 9k on average
