The thing about communism especially in the later era is that even if they wanted to, they couldn't police anything aside from like large demonstrations or whatever

State Wagies don't really give a shit about their job and couldn't be fucked to try and intervene against some shitposter online, they get paid the same at the end of the day whether they do their job or not
That's why black markets were so popular and why I can still go to any store in Russia and pick up 100 MOVIES IN 1

The problem comes when state wagies get paid to crack down on opposition, that's when actual freedom becomes suppressed
