You can't just choose whether to make crude oil into gas or any other kind of oil based fuel it's all or nothing via fractional distillation. If there is high demand for gasoline but low demand for jet fuel, propane, etc, then you're stuck just producing at the levels to create the necessary amount of jet fuel to stay profitable, and gas prices go up.
