If the safe is massive and immovable, then your goal is to make them waste time and make them demoralized and full of adrenaline-fueled panic. For this follow my advice of putting lots of random confusing shit in lots of tied plastic bags. This will make them panic ("what the fuck is all this shit??") while the small sprinkled valuables will make them satisfied enough because they just get the fuck out due to the adrenaline (fight or flight).
