When a stock consolidates (starts seeing a narrower high/low range and flat-lining in anticipation of a breakout) it generally is a gamble as to whether it will break out upward or downward, yeah. Day traders like to look at the tick-by-tick buy/sell orders (pic related) to better gauge what the price is doing in real time, but it's still never a complete certainty. Some people look at higher lows or lower highs as an indication as to how the price will break out, but no method is foolproof.
