it means it's a scam token. It's a method of adjusting the supply based on a number of indicators. in the og scam, AMPL, it changes the supply such that the price of an individual token is a dollar.
>locking
liquidity locking? It's when there's a time lock on liquidity in a dex. If an ICO locks liquidity on uniswap they can't remove their funds until a set time.
>wrapping
backing a 'wrapped' cryptocurrency with an actual instance of that cryptocurrency and trading that wrapped version (usually on another chain). For example wrapped bitcoin is an erc20 token that is backed by bitcoin and is equivalent in value to a bitcoin, similar to a typical stablecoin.

The money goes through multiple burners before getting to this address.
