XRPL has multiple UNLs, Ripple only provides a recommended one. Any entity could choose their own set of validators and completely exclude Ripple-owned ones if they wanted to. People just use the recommended UNL because there isn't really a reason not to at this point. If you're going to try and associate crypto with IQ, at least understand what you're talking about.
