ASE premiums are high because the US MInt has an ass-backwards business model for getting their coins into the secondary market. Originally, the silver bullion for Eagles was sourced from the Defense National Stockpile. In recent years, the supplier of blanks for ASEs has come from ONE SOURCE: The Sunshine Mint. What this means is: the US Mint doesn't refine its silver into bullion, and contracts that work to private refineries & mints to manufacture blank planchets used to mint ASEs. When was the last time that the United States Assay Commission convened to verify the quality of silver coinage btw?

Anyway, the tl;dr

>Be the US Mint, bureau of the Treasury Dept.
>Close down the US Assay Commission
>Find way to sell off silver from National Defense Stockpile during the Cold War
>Establish the Eagle Bullion Program in 1986
>ASEs initially minted from defense stockpile
>Oh shit, stockpile is depleted
>No refining & assay capabilities within US Mint system
>Let private enterprise supply silver planchets
>US Mint strikes the blanks into ASEs & AGEs
>Here's what, let's set up a markup regime
>Freshly minted ASEs are sold in 500 coin Monster Boxes
>Have network of Authorized Purchasers™
>Initial markup of spot silver price + $2.50 per coin
>Authorized Purchasers™ break up Monster Boxes of Eagles or sell them further down the supply chain... with their own markups
>Secondary retailers buy Monster Boxes... or tubes containing 20 coins each
>Secondary retailers sell Monster Boxes and/or tubes... at an even higher markup
>Consumer Joe Sixpack buys ASEs from local dealer at $15 above spot
>Seigniorage is a helluva drug
