The Treasury's main responsibilities are selling US treasury bonds and oversight of tax collection (IRS is a subdivision of the Treasury). The bonds that the Treasury sells are one of the primary ways in which the US exports its debt abroad and keeps the value of the dollar strong against other currencies.

The Federal Reserve is the central bank of the United States. They mainly set the base interest rate of lending. When they set low rates, money is easy to loan and the market thrives on the easy money. When they have to raise rates to fight inflation, it's usually because too much money has been loaned into existence.
