The bulk is still held by the devs (like most projects) although 75% of this is timelocked.

The bulk of BTC is also held by just a few wallets. This goes with the territory in crypto.

The plan is to have all coins distributed by 2040.

Maybe. Until next time they feel like censoring the Internet. Perhaps next time they'll go for a wider range of sites, and make it harder to bypass the censorship.

Also, if those sites continue to host footage of the shooting, why would the ISPs lift the block? IMO they're more likely to further solidify the ban by making it harder to circumvent.
