they don't actually want to damage investor trust. the bad guys right now aren't us, as much as the narrative is being spun that that's the case. overselling shorts is a known practice that's never been widely approved of. other major investors don't want brokerages to meddle too much because their customers also might start to see the market as more of a risk if they do. if the brokerages can't stop this in a day or two, they won't keep trying
