This is what they want say in theory, but clearly it's not true. (just look at Fed interest rates under Clinton, Bush, Obama, Trump, and Biden).

Obama got literally two straight terms of 0% interst money creation cocaine to pump up the economy. Fed has certainly not been easy on Biden which does break the mold so maybe it's true again, or maybe just the situation is so damn fucked that they had to do it anyway to prevent total and complete hyperinflation of US dollar.
