Circle can just issue USDC IOU's without blackholing the wallet, so they can mint more if it's needed.
It will be basically the same as the "smart-contract" from USDC

With hooks you can have different transfer functions such as tax fee.
It's just a safer, fail proof and normie friendly.
On Eth for example you could sign a transaction that says 'mint' while it actually will transfer/steal your funds.
With sidechains you will have more freedom concerning contracts.
