I'm not sure of the exact rules and national groupings, but I gather any gov't-issued coin in the British Commonwealth will have an effigy of the ruling monarch. It's like a seal of approval.
So the US, Samoa, China, Germany, Austria, S Africa etc. will NOT have the queen (soon king) on their coins.
