Metals were cheap because the price of money was cheap. The fed ran low interest rates for the last decade which meant western businesses and people could just loan all the money they wanted. No one cared about or needed precious metals until the easy money went away.

Then the US locking Russia out of the SWIFT system by weaponizing the dollar was the big red flag to the world that the dollar was no longer safe. Because it's the only global currency, the only thing left for them to fall back on is gold and the demand skyrocketed. When gold goes up, silver usually follows because they are historically paired.
