Rate cuts are not a guarantee of a bottom.,. Take a look at the 2000-2002 bear market, when the Fed shifted it continued to drop. Personally I wont take the risk and not buy until I see some improvements in the macro environment, and everything is going to shit and will keep so for quite a while so...
