What went so wrong?

Wait so the market pumped because someone said they will stop rate hikes in summer? The rates are still gunna be near 6% and not drop? I don't get why the market will pump if QE won't happen and the rates won't go down. Imagine SPY hits 500 end of year because the hikes stopped but they didn't drop once still. Doesn't make sense.
