Can you explain why they should say something ever? I keep getting approached by beggars whenever I go outside if that's what you mean, I have learned to shake my head in a firm way to make sure they know not to try. The most recent interaction I had was let someone take the seat I was on because I was just about to get off the train.
I don't think it's that common for random people to talk to one another, at least not where I'm at it seems.
