A higher payroll and higher unemployment means that people are re-entering the workforce that were previously out of it. You know those labor force participation rates? This implies that they're going back up as people are seeking work again.

That's why we're now seeing this comfy pump. Higher unemployment on its own would be bad news but coupled with higher payrolls that's really good news.
