Eh, it may not be politically expedient, but the government can't 100% protect against a crash. The half-dozen or so stock market crashes that happened in the past century of American finance happened despite lots of rich people owning stocks

There are a couple things I always check when using leveraged dealios like that: 1. check the average daily volume. There should be lots. Minimum 100k. This one has several times that so you're good. Sometimes specialized ETFs will have miniscule volume and the chart will look like a bunch of little dashes for each day and huge gaps between each. When an etf chart looks like that it means it's thinly traded and liquidity will be questionable. 2. Double check the website for the holding company of the ETF to make sure it's on the level, up to date, management fee is clearly detailed etc.

Now that said, I don't think you should yolo short the big baller tech companies right now. Money is flooding in to them like the market is treating them as semi-safe haven (for now). Don't enter until you have strong evidence these companies are in for a short period of bear market.
