The war nickel was never minted with the intention of using silver as real money.
They already used silver in your regular junk silver quarters, dimes, and half dollars that they minted during the time of WW2.
The idea behind the war nickel was that copper and nickel was a strategic metal that they needed to use for wartime production instead so they replaced the nickel part out and some copper composition out of the nickel as a form of rationing so they can use the nickel for production during WW2 instead.
As soon as the war was over, they switched back to a CU-NI composition in 1946.
