Rome tolerated people making not only private coins and counterfeits (despite having laws on the books) precisely for the same reason that they ended up debasing their silver coinage into plated copper. Rome's economic heyday was under Augustus, who took a pretty laid back attitude to economics, allowing relative freedom of moving between trades and a overseeing grand building projects. The problem was that Rome's system was predicated on plunder, and as the years went buy the influx of foreign money, slaves, and goods taken by force declined. The fact that so much labor was done by slaves meant that the poor freeman was priced out of the labor market, and when the flow of foreign capital dried up, so did the ability of the cities to support their free poor. It was to try and fight this spiral that the Romans tolerated private mints 'increasing the money supply'. As this went on, it became illegal to leave the trade of your father, or to move from your province, and Imperial price controls were established. This naturally made things worse. Money stopped circulating in post Augustinian Rome because the plunder based economy dried up, but because no one had a use for money.
