The devs did a buyback with locked liquidity with the goals of "a higher SURF price, more SURF in the Whirlpool, and a lengthened farming phase".
At the same time, the devs used bots to dump all their SURF at the now higher price, which effectively nullified two of the points of the buyback (higher SURF price and lengthened farming phase)
They even admitted to botting it in the announcements
