Most of the money is earmarked to be used to buy american military gear. It also gives US special powers over israel, such as when they forced israel to give back the territory they won following the surprise attack they suffered during their holiday.
The biggest aid recipient in the middle east is Iraq, not Israel.
Israel aid is still way too much, but so is any aid to the middle east anyway.
