depends on what land that country would occupy

roman republic was based, but to paraphrase a famous emperor; "Senators are pigs who deserve to be slaughtered as such"

Empire relied too much on generals/armies keeping the peace with a coup whenever the old leader died without a suitable heir (and no social mobility, so curruption festered and grew when it appeared)

Republic tended to quick to adapt, but shit at long term planning, and terrible when the two consuls disagreed
the senators who reign for life and inheritted the position didnt help anything either. nor did the republics very harsh and conservative religious laws (Poena cullei, Decimation, ectera were republic era laws)
the republics laws to enact a dictator with absolute control in times of crisis (for 1 year long terms) was very flexible and helpful though, unless the dictator became too successful in dealing with the external threat....because they tended to turn against the senate/republic when they became powerful enough

empire worked great when the emperor was great, but was quick to go to shit when the great emperors died, taking generations to get back to stability

the republic system encouraged armies to be loyal to their general, not to their state
and this loyalty caused the generals to overthrow the republic, since a republic with no army is no match for a general with a large well trained army

Legio just meant "conscript", but was shorthand for different troops at different periods in time
usually meant someone who hasnt seen much fighting yet
>i think a standard bearer and a band of saavy veterans would have a hard time in battle without the "meat" of the unit behind them
thats what barbarian mercenaries were for
1 aquilifer was worth ten thousand legionaries just from their Eagle standard's moral boosting power
