yes, it is technically blockchain agnostic
but they can't pay node operators anything so unless someone wants to run a node for nothing until they can truly make chainlink blockchain agnostic, then it doesn't really exist in this state
that being said, eth 2.0 should solve the insane tx fee issue, so hopefully it comes soon for link's sake
paying ~$80 for a tx fee on $2 call when you need to make many calls a day doesn't make sense for anyone

so all in all, LINK is actually a good investment. added benefit is that the community will suck your bags right out of your cock at any price even if sergey openly states that chainlink is useless.
