This is enough to fool most people, because most people wouldn't think to ask "If you have enough to store in your vaults, surely you have enough to send to me?"

People sell their physical silver/gold to the COMEX for money. The COMEX then puts that physical metal into the vaults until someone steps up to buy.

The COMEX sells commodities through Futures Contracts. A contract is simple: people call them up, say "Hey, I wanna buy some commodity on this date at this price," and hammer out a contract with the COMEX. If/when the contract comes due, the COMEX must sell at the agreed upon price- even if they take a loss.

Example: The COMEX and I make a contract to sell me some 1000ozt silver at $20/ozt (so, $20,000). For the example's sake, let's say it was sold to them at $20,000. When the time comes to take possession of the silver, the spot price is now $25/ozt. Though the COMEX would like to sell me at $25,000, they must sell at the agreed upon $20,000.
