If you wanted be an activist shareholder and make demands on the CEO would need to own about 10% of the stock. So if you could increase your stock holding from 600,000 to only about 25,000,000 then you can demand a seat on the board or threaten legal action or try to fire Graeme. Or, you and your fellow horse lovers may own about 25,000,000 together and you can agree to work together and make demands for Graeme to stop pumping ladyboys and actually file a compete mining permit. Its a good thing Graeme spent that money on the Payette facility, how is that place working out?
