All the USA's leadership seems to be doing is trying to kick the can as a long as can. It's more concerned about maintaining jobs than top to bottom infrastructure overhauls which would gut the requirement to have so many of the old work positions.

For instance it's largest city has one of the most disgusting subway systems on the planet considering how much money the subway had raked in over decades. The golden gate bridge is falling apart because they spent most of the maintenance money on ferrying in workers.
