This is too many buzzwords, but anyways:

Monero development is very security-focused, so monero has no scripting functionality like bitcoin or ethereum, so it generally will not support these sorts of "layer 2" systems without a hardfork.
For example, if you listen to that talk that I linked to in my last post, they talk about how payment channels are not possible yet without a minor hardfork.

If there was an antagonistic third party that tried to make a "layer 2" network on top of monero that was not private or secure, it may not last very long because the community may hardfork against the features that it uses in order to reduce the complexity of the ecosystem.
