The national debt is mostly owed to the US public, followed by the US government Japan is the largest foreign creditor but still only makes up less than 4% of the total debt. If you see ownership of US debt as an indicator of who to invest in, you should be invest in the US first and Japan as a distant second.

What's weird is that I still sometimes see people claim that China owns the US via debt, even though China owns about $300 billion less than Japan an in total only owns about 2.5% of total US debt. It's a really persistent myth that holds up to no scrutiny at all, in both absolute and relative terms Chinese shares of US debt have been on a precipitous decline for years now.
